The zip files include the GAMS code for the bi-level model and input files to run the model. The model is a mixed-integer program, and it is solved using Gurobi MIP solver. "follower_leader_global_.gms" contains GAMS code for the bi-level model. "arcs_nij_used.txt" contains the estimates of boat movements among lakes.
