The goal of this workshop was to discuss numerous interesting developments in the area of gauge dynamics. Additionally it provided an opportunity to celebrate the 60th birthday of Mikhail Shifman in April of 2009 and to honor his outstanding achievements in physics, particularly in the area of gauge dynamics. Broad review presentations were combined with discussion sessions and original talks. This workshop was sponsored and organized by the William I.
