In this report, governmental economy of West Minnesota
is detailed and its primary functions analyzed in
terms of the flow of funds from sources to uses estimated
for a single calendar year. This is the first step in an
economic analysis of the financing problems and potentials
of a multi-county planning area. Later, specific studies in
the financing of schools, hospitals, welfare, and environmental
services can be related to financing structures and
