The focus of this project was to select a range of options for positioning of the new
sanitary treatment plant outfall at the soon to be expanded Southeast Regional Plant
owned and operated by the Metropolitan Couricil Environmental Services (MCES) of the
Twin Cities Metropolitan area of Minnesota. This first phase of the multi-phased
selection process was developed to provide a riverine hydrodynamics basis for site
selection. This project used available information on river topography and historic stage
and discharge records to evaluate a range of site options for the outfall. By providing a
range of suitable options, the results contained in the report can be used in later phases of
the outfall design when final siting will address such issues as pipe and outfall
construction concerns, mussel beds, or other issues as they arise. Based on general
navigational concerns, a specific outfall location was recommended to MCES for further
